Combined “Citizen or National” Selection
Earlier editions asked whether the employee was a “citizen or national of the United States” through a combined status selection.
U.S. citizens and noncitizen nationals are legally different. A selection that combines both categories does not identify on its face which status the employee intended to claim.
The government and applicant may rely on surrounding evidence, including the person’s testimony, prior documents, onboarding process, employer records, and understanding of the term “national.”
